The IRS has announced the annual inflation adjustments for 2025 health savings accounts (HSAs) and high deductible health plans (HDHPs). In Revenue Procedure 2024-25 released on May 9, 2024, the agency provided the updated dollar limits that will apply next year. Here are the key details:
HSA Contribution Limits
For 2025, the annual HSA contribution limits are:
- Self-only coverage: $4,300 (a $150 increase from 2024)
- Family coverage: $8,550 (a $250 increase from 2024)
The catch-up contribution limit for HSA-eligible individuals age 55 or older remains unchanged at $1,000.
HDHP Deductible and Out-of-Pocket Limits
Minimum Annual Deductibles:
- Self-only: $1,650 (up $50)
- Family: $3,300 (up $100)
Maximum Out-of-Pocket Amounts:
- Self-only: $8,300 (up $250)
- Family: $16,600 (up $500)
These HDHP cost-sharing limits apply for all HDHPs, whether they cover essential health benefits or not under the Affordable Care Act (ACA) rules.
ACA Out-of-Pocket Maximums for 2025
Separately, the Department of Health and Human Services has proposed lower 2025 maximum out-of-pocket limits for ACA-compliant, non-grandfathered health plans:
- Self-only: $9,200 (down $250 from 2024)
- Family: $18,400 (down $500)
Unlike the HDHP limits, the ACA out-of-pocket maximums only apply to in-network essential health benefits.
As medical costs continue rising, the adjustments allow HSA contributions and HDHP cost-sharing limits to increase accordingly for 2025. Employers sponsoring HDHPs and HSAs should update their plan designs and employee communications to reflect the new limits.
Individuals and families may want to review their HSA contribution strategies for maximizing their tax-advantaged savings next year based on the higher HSA contribution caps. The limits also impact what qualifies as an HDHP moving forward.
